The Government of Mizoram has signed a concession agreement with Shillong-based Hotel Polo Towers Ltd. for the development and operation of a four-star hotel at the site of the state-owned Tourist Lodge in Chaltlang, Aizawl.
The new hotel will replace the existing tourist lodge with a modern hospitality facility offering a minimum of 60 guest rooms, with provisions to expand capacity by an additional 40 rooms in the future. The project has also been designed to meet standards that would support a future upgrade to a five-star property, reflecting the state's long-term tourism ambitions.
The project will be implemented under the Public-Private Partnership (PPP) model, marking a significant step in strengthening the state's hospitality ecosystem.
Boosting Tourism Through Strategic Investment
The development will be executed under the Design, Build, Finance, Maintain, Operate, Manage and Transfer (DBFMOMT) model. The concession agreement provides an initial operating period of 30 years, with provisions for two additional extensions of 10 years each, ensuring long-term private sector participation in the state's tourism infrastructure.
Officially titled "Development of 4-Star or Higher Category Hotel at Tourist Lodge, Chaltlang, Aizawl, Mizoram on DBFMOMT Basis," the project is intended to enhance Mizoram’s hospitality capacity, attract higher-value tourism, and position Aizawl as a more competitive destination for both leisure and business travellers.
The initiative was conceptualised by the Ministry of Development of North Eastern Region (DoNER) in collaboration with Mizoram's Planning and Programme Implementation Department, underscoring the Centre-State partnership in advancing tourism-led economic development.
The partnership with Hotel Polo Towers Ltd. represents a strategic investment in Mizoram's tourism sector. By replacing an ageing tourist lodge with a contemporary, scalable hospitality asset, the state aims to improve visitor experiences, attract private investment, and support sustainable growth in the region's travel and hospitality industry.
